Program Management
QSSI assist program managers enhance existing business systems with a formal strategic planning process suitable for the organization's housing mission and objectives. We provide detailed environmental scans of housing trends, technologies and high- performance practices as well as anticipated changes to the housing environment.
We assist senior managers to evaluate the business environment with analysis related to the organization's mission and apply extensive industry experience to assist program managers to set realistic long-term program objectives, short-term goals, and related action plans to achieve them. We assess the impact of various strategic alternatives on the organization's mission achievement, key performance measures, and success drivers.
QSSI provides quantitative cost data for various strategic alternatives, and help integrate cost implications of selected programs with the financial planning system. We develop processes and assist in the deployment of the strategic action plans throughout the organization, accompanied by progress reporting and performance reviews. We help senior managers define organizational development and workforce competencies necessary to carry out their long-range housing mission. We develop initial planning, budget, and scheduling documents that are consistent with annual and multi-year agency mission plans and determine resource requirements (dollars and people) to accomplish program goals.
Program Integration
QSSI coordinates the activities of teams representing diverse program responsibilities, develop resource solutions to resolve conflicts regarding contractor performance, and provide subject matter expertise to integrate organizational goals into specific program goals, directives, and specific projects. We also provide management advice and assistance on implementing program changes.
Program Collaboration
QSSI is a leader in the corporate and project use of the SharePoint collaboration tool, and have integrated SharePoint as a shared project repository site with stakeholder access into most of our contracts. We create a permissions-based instances of SharePoint for each project. Within this repository, our QMO creates a Shared Documents section with information organized by topic area and grants access to the SharePoint site to all project stakeholders, including our team members and customer, on a permissions-restricted basis, so project information is available to all parties regardless of their geographic location. Stakeholders will have access to project status that includes achievement of project milestones, in a dashboard format and MS Project Schedule format, as well as Risk and Issue Logs.
In the Shared Documents section, we create a Reserved Folder to provide access to cost and financial status reports with access limited to customer-approved staff. For projects that qualify for EVM reporting, we also provide industry standard Contract Performance Reports (CPRs) Formats 1 through 5 on a monthly basis via the Reserved Folder.
Program Oversight
QSSI reviews program budget, schedule, and performance to determine the value to government through standardized Earned Value Management (EVM) . We collect data that indicates the performance measures of program success and analyze this data and produce reports of successes and failures. We assist in developing corrective plans for failures in meeting program goals and evaluate program assumptions that affect mission goals. We also assist clients improve assumptions as appropriate.
Project Management
QSSI assist client set project goals, objectives, and a detailed scope of work. We help establish an overall budget and schedule and develop work plans consistent with government reporting criteria that identify resources to be used, resource allocations, and milestone schedules, identify alternative resources for accomplishing project tasks. We ensure efficient allocation of all resources to accomplish work, track progress of technical work to ensure high performance and provide accurate and timely project reporting to government client on project progress.
