QSSI Announces Award of the CMS National Level Repository (NLR) Testing Contract
Columbia, MD —April 30, 2010 – Maryland-based Quality Software Services, Inc (QSSI) was awarded a prime contract with the Centers for Medicare & Medicaid Services (CMS) to perform independent validation and performance testing of the HITECH National Level Repository (NLR). The goal of the NLR is to collect information on all eligible providers and hospitals, process and deliver incentive payments, to prevent duplicate payments, and coordinate technical assistance and reporting. QSSI personnel manage and perform functional acceptance testing, performance and stress testing, end-to-end testing with other systems and contractors, as well as regression testing.
The Health Information Technology (HIT) provisions of the Recovery Act are found primarily in Title XIII, Division A, Health Information Technology, and in Title IV of Division B, Medicare and Medicaid Health Information Technology. These titles together are cited as the Health Information Technology for Economic and Clinical Health Act or the HITECH Act. The main goal of the HITECH Act is to improve the nation’s health care through the adoption of Electronic Health Records (EHRs) and promotion of the meaningful use of EHR via incentive payments. The Centers for Medicare & Medicaid Services (CMS) expects that under Medicare, “meaningful EHR users” will demonstrate each of the following: meaningful use of a certified EHR, the electronic exchange of health information to improve the quality of health care, and reporting on clinical quality and other measures using certified EHR technology. Medicaid programs will determine their own requirements in line with the Medicaid related provisions of the Recovery Act.
“CMS is at the heart of implementing the HITECH Act and NLR represents the biggest challenge for CMS since the implementation of the Medicare Prescription Drug, Improvement, and Modernization Act of 2003. Our participation in HITECH as an NLR prime contractor places QSSI among the nation’s Health IT leaders and allows us to directly contribute to improving the quality of services delivered to patients throughout our healthcare system,” said Dr. Yuri Radams, Vice President of Technology for QSSI.
