The QSSI management team represents several decades of IT experience serving both government and commercial clients. The QSSI corporate objectives of "delighting the customer" and "ingraining customer service into every aspect" act as guiding forces for our management team as well as the rest of QSSI.

Tony Singh, Chairman

Mr. Singh is the Founder and Chairman of QSSI. He has over 20 years of technical and management experience in the IT industry and is responsible for setting the vision and long term strategy for the company.

Through hard work and dedication, Mr. Singh has led QSSI to provide the highest level of service to its clients. His relentless pursuit of customer satisfaction serves as an inspiration to the entire firm.

Under Mr. Singh’s leadership QSSI has grown from its roots as a staffing organization to an established, multi-year project-based enterprise engaged in the design, development, and implementation of Information Systems and services at the Federal, State, and Private Sectors.

Bikram Bakshi, President & CEO

After serving in an advisory capacity to QSSI for a number of years, Mr. Bakshi joined QSSI in 2005 as President & CEO. Mr. Bakshi is an inventor or co-inventor of eleven U.S. patents and author of several IEEE conference publications.

Prior to QSSI, Mr. Bakshi was Vice President and General Manager at BNX Systems (acquired by Citigroup) where he was responsible for sales, marketing, and development of Identity Management Solutions for worldwide markets. Mr. Bakshi also served as the Program Executive for one of the world’s largest biometric technology deployments at a Fortune 10 Bank and played leadership roles in the pursuit of large biometric programs for the public sector. Previously, Mr. Bakshi held management and technical positions in the software organizations at Intel Corporation, Xerox PARC and Northern Telecom.

Mr. Bakshi has an M.B.A. from the Wharton School of the University of Pennsylvania, an M.S. in Computer Science from Texas A&M University and a B.S. in Computer Science and Engineering from the Delhi Institute of Technology.

Pawan Malhotra, Chief Operating Officer & CFO

Mr. Malhotra has been an Investor in QSSI since 2001 and joined the company in 2005 as the Chief Financial Officer. In October 2008, he also assumed the responsibilities of Chief Operating Officer.

Prior to joining QSSI, Mr. Malhotra was an Angel Investor and Advisor to a number of start-ups in the Washington area and spent several years on Wall Street. Most recently, he was Managing Director of Enterprise Software at SG Cowen Securities and Executive Director of Internet and Business Services at CIBC Oppenheimer. He also spent several years at Legg Mason Wood Walker and helped Legg Mason launch its Reston, VA Investment Banking office. During his tenure on Wall Street, Mr. Malhotra supported companies in raising over $1 Billion of new capital.

Mr. Malhotra has an M.B.A. from Georgetown University and a B.B.A. in Finance from The George Washington University.

Alex Cina, Executive Vice President of Business Development

Mr. Cina has over 22 years of experience in managing large Government IT contracts at HUD, Dept of Labor, FCC, DOE and other Government agencies. As a member of the executive management and business development team, Mr. Cina has played a key role in building QSSI into an established full service Information Technology firm.

Prior to QSSI, Mr. Cina was CEO of Delta Micro Systems (DMS), Director of Business Development and New Technologies at Tracor (BAE), and Director & Program Manager for IT contracts at Orkand Corporation. He also has over 13 years of teaching experience as adjunct faculty in Computer Science Department of Strayer University, USDA Graduate School, and Montgomery College.

Mr. Cina received his MS degree in Computer Science from George Washington University in 1982.

Mark Labus, Executive Vice President of Business Development

Mark Labus serves as QSSI’s Executive Vice President of Business Development. Mr. Labus is responsible for strategic planning, tactical identification and closure of solutions in the Federal Civilian market. He brings a proven Federal record of success, a broad technical background, and accomplished leadership skills. Mr. Labus has over 20 years experience in Federal business development.

Most recently, he served as Regional Sales Manager for Akamai Technologies, leading channel and partner marketing efforts. Prior to that, he served as Vice President of Business Development for Z-Tech, where he was instrumental in their growth into Washington Technology’s #2 “Fast Fifty” ranking. He has had similar success in leading business development efforts at Vistronix and United Communications Systems, both small disadvantaged businesses that focused on the Federal Civilian market. Prior to that, Mr. Labus had a successful 15 year career at IBM, the last six years as a Federal Sales Manager for the Department of Health and Human Services.

Mr. Labus earned a B.S. in Business Administration from Purdue University in 1978.

Kovilvenni Ramaswamy, Chief Technology Officer

Mr. Kovilvenni Ramaswamy (Ram), CISSP joined QSSI in 2006 as the Chief Technology Officer. Mr. Ramaswamy is responsible for setting the technology vision for QSSI, coordinating QSSI’s technology solution offerings, as well as establishing QSSI as a thought leader in its core competencies of Software Engineering, Critical IT Infrastructure and Business Integrated Services.

Mr. Ramaswamy brings over 20 years of broad Software Engineering leadership to QSSI, with design and development expertise across multiple technology platforms. He has extensive experience in leading large scale IT solution development for Identity Management, Biometrics, PIV, Enterprise and B2B Authentication and Authorization Management, Document Management and Computer Security. He has extensive domain knowledge of IT standards used across the Government and Commerical Sector and has been at the forefront of developing solutions for HSPD-12. Prior to QSSI, Mr. Ramaswamy served as Chief Technology Architect for BNX Systems (acquired by Citigroup) a leading solutions provider for Identity Management Solutions. Before BNX he was Product Architect for Anstec’s Document Management product and has also held various Software Engineering positions at FrontOffice Technologies, SRA Systems, Aparajitha Technologies and CMC Limited.

Mr. Ramaswamy holds a Bachelors Degree in Engineering from Regional Engineering College in India.

Michael Finkel, Senior Vice President of Program Delivery

Michael Finkel serves as QSSI’s Senior Vice President of Program Delivery. Mr. Finkel is responsible for management and oversight of QSSI’s Program Delivery Organization. He defines solutions and processes with relation to program delivery to ensure successful and efficient project implementations. He is responsible for the oversight of the project managers and QSSI staff, as well as providing executive leadership during the planning and delivery of critical Government IT projects.

Mr. Finkel has almost 15 years of experience in IT, with the last 6 years concentrated in Healthcare IT. Most recently, he served as a Director in CGI Federal’s Public Sector Health Organization leading mission critical Government Healthcare IT initiatives. In that role he successfully managed the delivery of various Government programs as well as a new business capture activities. Prior to that, he served in a Senior Management role at Computer Sciences Corporation leading the efforts to implement key components of the Medicare Advantage and Prescription Drug (MARx) system which was part of the Medicare Modernization Act. Mr. Finkel was recognized for his efforts on this program with a “Certificate of Appreciation for work done on the Integrated Enrollment and Payment System” presented to him by the Centers for Medicare and Medicaid Services.

Mr. Finkel serves as the Co-Chair of the CMS ESD Tools Evaluation Group. The group works with key CMS management and stakeholders to evaluate and recommend tools for use by the Centers for Medicare and Medicaid Services. He also serves as a member of the QSSI Health IT Council. The Council is responsible for strategic decision making, planning, and implementation of new Healthcare IT initiatives.
