QSSI Awarded the CMS Medicare Beneficiary Database Suite of Services (MBDSS) Testing Contract

Gaithersburg, MD – October 15 , 2008 – Maryland-based Quality Software Services, Inc (QSSI) was recently award a prime contract with the Centers for Medicare and Medicaid Services to provide independent testing services for the Medicare Beneficiary Database Suite of Services (MBDSS) under the CMS Enterprise Services Delivery (ESD) model. The CMS ESD model separates the development, maintenance, and testing of major applications into three independent contracts. MBDSS is the first major application to be awarded under this ESD model.

Under the MBDSS Testing program, QSSI provides independent testing of the MBDSS programs, systems, services, and databases developed and modified by the MBDSS ESD maintenance contractor. The types of testing services that QSSI provides under the MBDSS program include; system testing, integration testing, systems integration testing, user acceptance testing, and performance testing.

The MBDSS is the backbone of the Medicare Advantage (MA) and Part-D Prescription Drug programs, key components of the Medicare Modernization Act (MMA) of 2003. MBDSS is the Common Medicare Environment (CME) source of Part D eligibility, Low Income Subsidy (LIS), dual eligible and deemed beneficiaries, derived address information including Federal Information Processing Standard (FIPS) codes, and State and County Codes (SCC).  The MBDSS also performs auto and facilitated assignment of beneficiaries who are eligible for LIS into prescription drug plans (PDPs).
